Hair growth is accelerated during this time especially when the moon is in the astrological house of the earth signs Taurus and Capricorn or the water signs Pisces, Cancer or Scorpio.

If you're after thicker hair, cutting your hair in the new moon phase is probably not the best option. The new moon cycle is getting rid of anything you don't need anymore so hair can become thinner. The best time for harnessing the moon for thicker hair is during the Full Moon Phase when the moon is in Pisces, Taurus, Capricorn or Cancer.

Maybe you actually want to slow down the growth of your hair so you don't have to have it cut so frequently. It is believed that when hair is cut during the waning Full Moon Phase helps to slow down the growth process. The most beneficial times for slowing the hair growth are when the moon enters the water houses Gemini or Aquarius and the fire houses Aries, Leo and Sagittarius.
